Due to the restrictions imposed by the Chinese government on the export of new cars, it is currently only possible to export used cars that are more than 180 days old and less than 3 years old to the Algerian market. Although they are not brand new, used cars of lower age are in good condition and cost only about 50-80% of new cars.

Strictly Control the Export of New Cars Under the Guise of Used Cars. From January 1, 2026, for vehicles applying for export that are less than 180 days (inclusive) from the registration date, local commerce departments should guide local enterprises to supplement the application with a “Confirmation of After-Sales Service” issued by the vehicle manufacturer. This confirmation should include the country of export, vehicle information, information on after-sales service outlets, and be stamped with the official seal of the manufacturer. Vehicles that cannot provide the above materials will not be issued an export license. For vehicles that have completed transfer registration and are awaiting export formalities before the implementation date of this notice, enterprises should be guided to fulfill their contracts and export in an orderly manner.

Scope of application

Vehicle type:
a. Passenger cars (Voiture Touristique): for carrying passengers (≤ 9 seats), including fuel, electric or hybrid vehicles.
b. Commercial Vehicles (Voiture Utilitaires): used for carrying goods (GVW ≤ 3.5 tons), such as minivans (Pick-up).
Age restriction: only used vehicles ≤ 3 years old are allowed to be imported (counting from the first registration).

Import conditions

Frequency restriction: Each resident is allowed to import only one used vehicle every 3 years.
Payment Requirements:
a. Payment must be made with personal foreign exchange funds (not through official foreign exchange channels).
b. Payment of customs duties and other taxes (calculated according to current regulations) is required.
Vehicle Condition:
a.It needs to be in good operating condition and free of major defects.
b. It must comply with Algerian safety and environmental standards and the manufacturer’s technical specifications.

Customs clearance process

Temporary Entry Permit: A temporary permit valid for 1 month (non-extendable) must be applied for when the vehicle enters the country.
Required documents:
a. Copy of Resident Identity Card or Alien Residence Permit.
b.Proof of residence.
c.Vehicle registration certificate issued by the original country of registration.
d.Proof of transfer of ownership of the vehicle (e.g. contract of sale).
e.Proof of vehicle condition: Inspection report issued by a certified organization in the original country of registration that is valid within 3 months.
f.Compliance report: Compliance assessment issued by experts designated by the Algerian Ministry of Energy.
g. Handling of non-compliance: If the vehicle fails to pass the technical inspection, it has to be returned at its own expense or destroyed according to customs regulations.

Special Circumstances

Transfer of Diplomatic Vehicles: Vehicles transferred by an international organization or diplomatic agency to a resident are required to be settled in Dinars (DZD) and the proceeds of the transfer may not be remitted outside the country.
Exemptions: Vehicles entering the country temporarily (e.g., for tourism) are not subject to this Decree.

Regulatory measures

National registration system: Customs will establish a national database to record imports of used vehicles by residents.
Joint enforcement: Multi-sectoral regulation by the Ministry of Finance, the Ministry of Energy, the Ministry of Industry, and others.
